  If I have hosting and domain from GoDaddy, do I still need to pay for business plan to get themes, plug-ins, etc?

  GoDaddy also provides WordPress sites (they are separate from what we offer here) using the free “open source” self-hosted version of the WordPress platform that is more advanced and completely DIY, but would also allow you to add 3rd party plugins or themes. 

  Please note that this version of WordPress is usually the choice of web designers and developers, as well as advanced users, so it does not come with support like you have here.
