Business Plan?

I’m confused. I’m being asked to have to pay whenever I want to do something such as add my domain name (that i’ve already paid for) or use a custom theme. I wanted to use WordPress for it’s blog feature but if I have to pay to do things that should be free then I’d have to look else where.
The blog I need help with is: (visible only to logged in users)

Mapping an existing domain is not done free of charge. An upgrade is required.
Custom themes can only be used on sites for which a Business plan has been purchased.

WordPress.com does not accept domain transfers but mapping an existing domain is possible. http://support.wordpress.com/domain-mapping/map-existing-domain/ The domain or mapping of any existing domain URL is included in the pricing for a personal upgrade, a premium and a business upgrade. The WordPress.COM upgrade for mapping a domain must be renewed annually.

That’s my point. You have to pay £20 for something that should just be free.
I do not know of any web host who will map to any existing domain free of charge. See: Moving to Self-Hosted WordPress http://move.wordpress.com
