JWT Authentication for WP REST API and WordPress Popular Posts won’t work in the Business plan.
The Popular Posts plugin has been characterized as an SQL-heavy plugin. But there are built-in alternatives like the the Top Posts widget or the Blog Posts Block.
As for the JWT Authentication plugin, this requires some modification of some files that we don’t allow access to. Can you please let me know why you want to use that plugin, so I can see if I can find an alternative?

JWT Authentication for WP REST API is required for Flutter based mobile app.

Yes, the FCM Push Notification plugin should work.
As for an alternative to the JWT Authentication one, I don’t have a recommendation as I don’t have any experience with Flutter.
You can, however, ask over at the WordPress.org support forums (https://wordpress.org/support/forums/) and see if they have any suggestions.
