business upgrades and comment windows questions

  i got a notification that until april 11, business upgrades would cost $199. several questions:

  as i now pay $99 for premuim, and $26 (iirc) for a domain name, would the $199 be additional, or the whole package?

  also, what i’m hoping is that comment windows would have html tags on a line above the comment box (italics, bold, links, etc.)

  i’ve read the general descriptions of increased *servies*, but not bloggin software upgreades. can you tell me?

  Additional. it is discounted from the normal $299 to reflect the fact that you have WordPress.com Premium already.

  This is not functionality that WordPress.com offers. There are self-hosted WordPress.org themes that offer it. But you would have to decide if the trouble of switching to self-hosted would be worth it for gaining this specific feature.
