For premium plan,
1. Can’t I separately install desired plug-ins?
2. Does it mean that for installing plug-ins, SEO tools, GA integration etc can only be done in Business Plan?
3. Can’t I get external word-press theme and install in Premium plan?
Further:
1. does either of these two plans restrict number of users to some number at a time?
2. are your plans kind of shared hosting or self hosting plans?
3. how your plans are different from cloud hosting plans offered by Hostgator or Bluehost?
4. What else you can share information, so that I can decide which option to go for on your siteMy objective:

1. Can’t I separately install desired plug-ins?
Sadly, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
If you state specifically what you’re trying to do though, there may be some alternatives, so feel free to ask.

That is correct, but it is worth noting that WordPress.com offers the tools you’ll need for a lot of your SEO. See here: https://en.support.wordpress.com/seo/
Also, although you’ll need the Business Plan to use Google Analytics, WordPress.com also offers a wide range of stats: https://en.support.wordpress.com/stats/
3. Can’t I get external word-press theme and install in Premium plan?
Only sites with the WordPress.com Business Plan are able to upload custom themes: https://en.support.wordpress.com/themes/adding-new-themes/
Other sites can select themes from the WordPress.com theme directory: https://wordpress.com/themes/
The Premium Plan would give you unlimited access to all themes, including the Premium themes, in the above directory as well.

There is no limit to the amount of human users that can view your site on any plan, including the Free Plan.

By using WordPress.com, you’re using a shared hosting environment.

Uploading videos directly to your website requires the Premium or Business Plan, as that comes with access to VideoPress: https://en.support.wordpress.com/videopress/
However, everybody can upload a video to another video hosting site, such as YouTube or Vimeo, and then embed that video on WordPress.com: https://en.support.wordpress.com/videos/
