No, nothing removes the footer credits, and trying to do so yourself violates the Terms of Service and can get your blog suspended. See item #11 of the WordPress.com Terms of Service: http://wordpress.com/tos/
The no ads upgrade only prevents advertisements from appearing on your site when others view it and can only be bought as part of the Premium or Business bundles. https://en.support.wordpress.com/no-ads/

To the best of my knowledge, it still is possible for sites launched before September 1, 2014 to purchase the No Ads upgrade as a separate to the Bundle upgrade. I also purchased the No Ads upgrade on its own after the changeover last year.

Thanks for the confirmation, galois. The user will also see it in their site’s Dashboard>Store as well and can purchase it directly from there.
