Buying a domain for $18 and the options I have for customising my blog

When creating a new blog WordPress gives the option of creating a domain .com name for it for a charge of $18 per year. If I do this and pay the $18 does that mean I will be able to have any custom design capabilities for my blog (like it offers in the Premium upgrade for $99 per year) or will it just be a blog with a .com name that is essentially a ‘WordPress.com Beginner’ blog with restricted options in terms of theme and customising what it looks like? I only ask because I don’t want to pay the $18 then find I have to pay a further $99 on top of that (so $117 in total) for the option and ability to customise my blog and make it look exactly as I want it. Hope that makes sense – thanks!

All upgrade can be purchased individually. Except for the guided transfer all upgrade apply to only one blog and for one year when they are due for renewal. You do not need to purchase a Premium bundle for CSS editing. You can purchase the custom design upgrade. See here for details on purchasing the annually renewable custom and CSS editing:
