So I am making my website, it’s a forum based website. I need help with these things:
How can I add plugins? I saw people who had plugins tab under appearance in the wp admin. Looking to add wordpress buddies (Please explain fully)
What do I have to buy for plugins?
If I buy the premium plan, for how long do I get the domain and how will the renewal be done and will I get plugins?
The blog I need help with is: (visible only to logged in users)

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/For that type of functionality you’d need to hire a web host http://wordpress.ORG/hosting and set up a self-hosted wordpress.ORG site running on a paid web hosting service.

If plugins are important to you then read on. WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.

So everything is via wordpress.org for plugins and stuff? No way to do it via WordPress.com?
