I want to start a digital download business online in India and for India at the moment. I am confused as to
1) whether I buy a wordpress plan or a bluehot!
2) does every paid plan covers a free custom domain? if not what is the cost of it?

It is important to recognise that there is a different between WordPress.com and self-hosted WordPress. You can learn more here: https://en.support.wordpress.com/com-vs-org/
Each one has its advantages and disadvantages, so once you’ve decided which to pick, it’s best to move from there. If you decide to use self-hosted, you must purchase a host (which in your scenario seems to want to be Bluehost). If you decide to use WordPress.com you can purchase a plan.
It is highly inadvisable to purchase both for one website.

Yes, every paid WordPress.com plan includes a domain credit which can be used to register a custom domain: https://en.support.wordpress.com/domains/

Hi, no worries, we’ll try our best to help you out.
There isn’t a “drag and drop” feature on WordPress.com unless you install a custom plugin, which requires a Business Plan to do. I know that sounds daunting at first, but designing on WordPress.com still is extremely simple. You’ve got a variety of themes which you can choose from in just one click: https://wordpress.com/themes
And you have an entire Dashboard which is there to serve your purposes! As such, I wouldn’t worry about knowing little to make a website – we were all there at one stage!

There are multiple ways to sell things on WordPress.com, mainly both for the Premium and Business Plan if you’re interested. As such, I wouldn’t really recommend the Personal Plan.
You can use Simple Payments, which require either the Premium or the Business Plan: https://en.support.wordpress.com/simple-payments/
Alternatively, if you have the Business Plan, you can install a custom plugin to sell things, with the most popular being WooCommerce. The Business Plan also has access to the Store feature: https://en.support.wordpress.com/store/
Every plan can use PayPal though: https://en.support.wordpress.com/paypal/
