By what plugin(s) can I setup a table of content as pictured? much appreciated

Hi all,
I was just being frustrated at finding out what plugin(s) can I use to create a table of content as the below web page,
https://www.zulutrade.com/traders
(I upload the link as I found out no pics can be uploaded here)
I actually want to list out a whole page of ‘traders’ in my web for visitors to choose.
And I have difficulty in finding out which plugin is able to do this.
Can anyone suggest. Thanks a lot!Dewi

The site you linked to is not a WordPress one so you probably won’t find an exact look using plugins, however, have a look at these:
