  Dashboard > appearance > themes. Choose anyone you want. Some are premium and cost money, but most are free to use for anyone here.

  You cannot upload themes you find on the internet is that is what you are thinking about. Those themes are for self-hosted wordpress sites, not for wordpress.com.
