  Can I use business plan for an e commerce purpose? I don’t want to have an shipping options across countries but just within my state. Also, does business plan comes with payment related gateways?

  Yes, you can use Business plan and install WooCommerce on your own.
  Business plan does not come with any Payment Gateways pre-installed but, once you get WooCommerce, you will be able to choose the ones you want:
