can a blog operate as a forum?

I am new at blogging and my primary goal is to build a site where I can throw out ideas and readers can contribute. I know that people could comment on my blog post, but I would like to have the purpose of the site to be more of a community forum rather then based on my postings. Can I build something like this on wordpress or should I be looking at a website rather then a blogsite?

There are some Plug-in’s that will work if you have a self hosted site using WordPress.ORG software. There have been a few threads on what is available.
