Can a deactivated site pay for an upgrade to redirect to wordpress.org

Hi, My site has been deactivated, I have signed up at wordpress.org to have the site self hosted, does my wordpress.com site have to be re-activated for me to purchase the redirect to the new wordpress.org site? I emailed support but they never answered
I can access my dashboard but i want to make sure that if i pay the upgrade to redirect it will work with the site deactivated
Basically must they re-activate the site again for the redirect to work ? thanks

No I’m sorry but that’s not possible. There is no upgrade that will allow what you propose. Moreover, this is not a matter for posting to a public forum. We Volunteers answering support questions have no role to play in this process. This is between you and Staff. You have a warning notice on your dashboard with a link in it. Please click that link.
If you contacted Staff by using the “click here to contact us” link in the notice, the ToS department definitely received your request. Please be patient as they’ll be getting back to you as soon as they can.
