Can a deleted site be acquired by a new author?

I was hoping to start a new blog with a .wordpress.com site, but it says it has been deleted by the author. Is there any way to acquire this site that is not being used?
The blog I need help with is: (visible only to logged in users)

I’m having the same problem.
I really can’t see why this should be the case – there must be a huge number of old site names that people don’t want to use any more but someone else is desperate to have.
If the site is deleted there’s no old posts/content to see; why can’t the name just be transferred to a different user? -

The deleted blog URL will not become available again. I’m sorry but you cannot recover or register any deleted blog URL. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

At the time of deletion the old owner agreed that deletion would be permanent and irreversible. And it is.
If you really want a name so badly, register a whatever.wordpress.com address and then buy the Custom Domain and Mapping upgrades and get whatever.com.

I still can’t see why this can’t apply to deleted sites. In the very unlikely event that someone clicks on an old link and is offended by the new material (the current reason given) surely this is a very easy misunderstanding to clear up 1. because the author’s name is different and 2. because the original author can say ‘that isn’t mine anymore’ should irate questions come his or her way. Not rocket science and would save the irritation of thousands of prospective WordPress users. -
A deleted blog address is NOT an active blog address by the stretch of anyone’s imagination.
If you find that an active blog address is registered by another user, you may be able to obtain it for your use if the owner of the blog agrees to transfer it to you.

Deleted sites cannot be re-assigned because by deleting them the original owner has requested them to be PERMANENTLY AND IRREVERSIBLY DELETED. If WP.com were to change that after the fact, they’d be in breach of contract.

No kidding. Deleting a free hosted WordPress.com blog requires ignoring multiple warning messages clearly stating that URL deletion is permanent and irreversible. Not only that it requires using the verification link sent in the email and ignoring that same warning there too. That’s made clear here http://en.support.wordpress.com/delete-site/
And, if one intends to blog over the long term purchasing a domain is the way to go.
