Can a developer edit a theme on wordpress.com

  hello
  Can a Premium user upload a theme or plugin?
  Can a Premium user access the theme files?
  So if I need to add things to my website can I hire a developer to add them using codes?

  If you have Premium or Business account, you can upload a theme or a plugin. Also, you can edit the theme.
