Can a free user edit the CSS code

I need help…please suggest how is my website looking.. do I need to make any changes…any new theme which I can use for free would be appreciated..

there is no free way to edit CSS on free hosted WordPress.com blogs. In order to edit CSS one must purchase an annually renewable custom design upgrade.
