Can a media library be exported to another blog?

I’m starting over with a new blog and when I get it all ready I plan to export my postings to the new blog. My concern is that many of the images in my media library are no longer on my hard drive to upload to a new media library. Am I correct that if an image is deleted from the library and it’s been used in a blog, it will disappear from the post, too?
The blog I need help with is: (visible only to logged in users)

That’s correct. Deleted images will disappear from their posts too.As the Export support guide says:
…it’s best to manually download and save your images from your WordPress.com Media Library to before trying to import/upload them into the new blog.

But how? I’ve looked all over the settings on the media library and can’t find a way to download them.

Actually, my bad.
Export file includes references to images as well.
So don’t delete the images from your old blog yet. First export your content from old blog using the instructions in Export support guide: https://en.support.wordpress.com/export/
When you import the exported content to your new blog, images will also be imported.

You can download an image by right clicking on the image and selecting Save Image As option in the right click menu. But you don’t have to do it now as you can import your images as explained above.
I tested and am able to import images into my test blog. So you too give it a try and let me know how it goes.
