Can a page have two different titles in the top menu bar and in the header?

  Here’s what I want to do: I want to give a page two different titles. I want the top menu bar to say “Civil Law” and I want the pages’s header to say “Civil Law in Oklahoma.” Can I do this, and if so, how?
