Can a WordPress.com paid theme be downloaded and installed onto a .org blog?

I would like to purchase a theme (Appetite https://appetitedemo.wordpress.com/blog/) to redesign a website, however I need to find out first about whether the blog template can be used on .org or not.

No. You have to contact the theme designer to purchase a copy of the Appetite theme deisgned to run on wordpress.ORG software.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
