Can add editor, says can't use activation key

I set up a blog for a friend, and am now trying to add her as an editor. I have done this before, but now it isn’t working. Have tried multiple times. I keep getting this message when she clicks on the email link
Whoops, you can’t use an activation key you’ve created for someone else.
Not sure what this means.
I tried shutting down her computer, and changed settings so it’s not private. Still won’t work. What do I do?
