Can administrators set the follow / unfollow setting for users?

  I have a user who wants to follow my blog located at http://fitzgerald-residents.com but claims that when she clicks on the Follow button, it does not change status. Further, I can see in the dashboard that she is not following the site.

  Question: Is there a way for me, as administrator, to set her up to follow my blog (like somewhere within the dashboard)

  Do you have any idea as to why when she clicks on “follow” it does not allow her to follow the site? I have noticed that she has not made any comments on the site. Does this have anything to do with her being able to follow or not follow?

  I’m having a similar problem. No one can follow my blog my email (even thought the widget is there) or make comments. Did you resolve your problem?
