User advertising is, except for a couple very narrow exceptions, not allowed on wordpress.COM. For the exceptions, see the last sentence under “Affiliate marketing blogs” in the bottom set of bullet points in the “types of blogs” link below.
http://en.support.wordpress.com/advertising/
http://en.wordpress.com/types-of-blogs/The domain name and domain mapping upgrade does not change the restrictions here. You still have to comply with the TOS and the restrictions here.
The VIP is only for very high traffic sites, and costs several hundred dollars to set up, and costs boat loads of money per month. From the VIP page:
Pricing is based on a flat rate starting at $2500/month for up to 5 blogs and then $500/month per additional blog (with a one-time setup fee of $1,500 per blog) — but is flexible depending on your circumstances and number of blogs. We also require that you signup your developer(s) to our VIP Support program.
So, it is not for a regular blogger.
What would be better for you if you feel the need to advertise is to self-host a blog using the software from wordpress.ORG somewhere like godaddy or dreamhost, etc. Figure an average overall total of about $10 to $25 per month depending on bandwidth and storage requirements. You will be responsible for all installations, all upgrades, all backups (do these faithfully and often) and all troubleshooting. If something goes wrong, you have to figure it out and fix it.

Hi Sacredpath,
I have the same situation, just wanted to know if I had to change to wordpress.org will i still keep the same blog name as I don’t want to lose it?? I have also just purchased the CSS upgrade, will that still work in .org or should I just ask for a refund?
Thanks so much

When you self-host a blog, you are completely disconnected from wordpress.COM. Any upgrades you purchase here are only applicable to blogs here, but on a self-hosted blog, you can edit anything you want. If you are going to self-host, then yes, get the refund on the CSS upgrade.
If you have purchased a domain name such as mysite.com, then you can use that on your new site. If you are talking about the mysite.wordpress.com URL, then no, you cannot keep that. That subdomain can only be used here.
