Can ALL Free Themes be edited on upgrade?

I am using the free theme, Minimalizine. I want to remove the side bar and expand the width, from what I understand i need to upgrade to a business platform and install a plugin to edit the CSS.
BUT… will I be able to edit those features in my theme, Minimalizine. How can I check. Are all free themes editable with CSS, sidebars, widths, etc?

Hi,
You don’t need to install a plugin to edit the CSS. As long as you upgrade to the WordPress.com Premium or WordPress.com Business plans, you will have access to Custom CSS. Custom CSS allows you to change the layout of your blog.

thanks tha , i had another question
on the various upgrade options, the “personal” basic has the ‘basic design customization’, same as free version. The packages above this have ‘advanced design customization’.
do i need to pick a higher package in order to have access to CSS

Hi,
The “basic design customization” just refers to the options that you have in your Customizer (e.g. colors, fonts etc). In order to customize the CSS, you will have to upgrade to Premium or Business.
Some themes have the option to choose a full width layout without a sidebar. So that’s another option you may want to consider.

– another option would be to download ‘WordPress’ locally which would give me access to CSS and plugins, but i would need to find hosting for it.. is this correct?
– is there a way to filter for those themes with full width layouts or adjustable widths

Yes, that’s correct. The only way to download WordPress is by having a self-hosted site. the following support document talks about that the differences: https://en.support.wordpress.com/com-vs-org/
If you want to filter the theme selection, try searching for Full Width Template
