Can any customization be done w/o upgrading?

  Hi…I would like to make tiny tweaks to my css (hiding comments box, etc.) and I see posts on how to do that, but I am on the free plan, and wonder if I can still do it. From what I’ve seen, it looks like to make any css tweaks, you have to “customize and upgrade!”. Is this true, or can we poor, creative folk do minor CSS tweaks as well? Thanks in advance!

  No Poor Folk specials – to change the title with CSS would require the Custom CSS Upgrade at $ 30.- / year –

  Many themes let you do some changes, background colors, background images, header image etc. varies from theme to theme. You can do a bit of inline CSS I think inside Posts and Pages. Title / Header colors can be changed on many themes
