Ex. total price =(actual price)Rs.100 + Rs.5(commission)
buyer sends Rs.105 to sellers, then the seller sends Rs.5 to the website owner

You can definitely build a commission-based business model on WordPress.com. WooCommerce, along with an extension, is the way to go for setting up a multi-vendor marketplace. The WooCommerce plugin will add e-commerce capabilities to your site.
