  Yes, the Business plan allows user to upload third party themes and plugins.

  Hi there,

  For which site are you trying to upload plugins? I don’t see any WordPress.com sites in your account, only self-hosted sites using the open source WordPress.org software.

  For help with installing plugins on those sites, please ask here instead:

  https://wordpress.org/support/

  To upload plugins on a WordPress.com site that site needs to have the Business Plan, as @shubhamgmath explained above.
