Can comments be turned off on image Attachment pages? If so, how/where?

The comments can definitely be removed from attachment pages. I went ahead and provided instructions in this thread:

Regarding the comments on attachment pages, if you navigate to the “Edit Media” page for an image (Media -> Library -> Edit ), there should be an option for Allow/Disallow Comments as shown here:
That should remove the comment box. If you do not see the Discussion Settings option, please check the Screen Options tab at the top of the page as explained here:
