Can Contributors or Authors moderate comments?

  Can an Author or a Contributor moderate comments. Basically I want to be able to let someone moderate comments without being able to screw with other stuff.

  No, just editors and admins. You could do it if you had your own wordpress blog and was hosted elsewhere but not with the install we have here at wp.com.
