Can Developers Submit Plugins for WordPress.com?

    I would seriously like to get rid of hosting and use WordPress.com, but I am a WordPress developer with several themes on WordPress.org and I have written various plugins that are only used on my website but I would like to release some of them on WordPress.com so that I can use them there. Is this possible? Is there any special WP.com coding requirements beyond the standard WordPress coding standards?

    Some of the plugins I would like to release let you display recent comment text itself rather than just the author and post link, display the profile pics of recent users in a widget area, let you assign a custom CSS class to any widget (for use with the WP.com custom CSS feature).
