can external themes be used on the free WordPress?

  Hello I am looking at some themes for WP on an external site, themeforest.com Can I buy and use these with the free WP I have or do I have to upgrade to WP Premium?

  Please note that themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
