Can Free Version allow image changes in the Front Page above blog titles?

    I can change images IN the blogs, but not the ones on the Home Page of my site that go above the title of my blogs, and which WordPress provides (the image that looks like four horizontal lines stacked on top of each other, with the middle two broken down into two lines). Can THOSE front page images be replaced in the free version, and, if so, HOW?
