We do not have access to the underlying HTML, PHP, SCRIPT files on WordPress.COM regardless of which plan you are on.This is because we are all using the same WordPress software here, if were edit them the changes will be applied for all users which is not ideal.
The goal of WordPress.COM is to keep things simple. So that the technical stuffs are handled by WordPress and we focus on creating quality content.
If you wish to have greater control over your site, you can use WordPress.ORG-a self hosted platform/software to create blogs, websites and more, with greater customization possibilities.

We don’t have access to functions.php on a WordPress.com site, even with a paid upgrade.
You may consider moving to a self-hosted installation of WordPress where you can modify the php files as needed. For that you’ll need to register a domain, buy hosting, and set up your site using the free software from WordPress.org: https://wordpress.org/
