Can I add a blog after registering without it?

  I’ve just registered my WP account without blog (only account).
  Now changed my decision and want to add blog to my account.
  Is it possible?

  Yes, just sign in to your WP.com account and go to http://wordpress.com/#my-blogs and at the bottom there’s a link to add a blog.
