Can I add a metatag into the and section of my code?

I would like to add the following code between the <HEAD> and </HEAD> tags of my blog in order to improve search visibility :
<meta name=”keywords” content=”Tucson math tutor, Tucson math tutoring, Math tutor Tucson, Math tutoring in Tucson, Pre-Algebra, Algebra I, Algebra II, Geometry. math, tutor, tutoring, Tucson, math tutor, math tutoring”>
Is this possible, and if so, how would I do it? My blog is mathtutortucson.wordpress.com.
And where do I go to look for your response?

This is a multiuser blogging platform. Our blogs are not free standing. They are share a common architecture. It’s not possible for us WordPress.com bloggers to access any metadata files and insert anything into them. Only WordPress.org bloggers can do that.
