Can I add a paypal button to my wordpress.com site or do I need to upgrade?

  I have a customized PayPal button I need to add to my site. Do I have to upgrade to wordpress.org to do that?

  You can’t add a customized button, but you can add a basic Donate button following this guide: http://en.support.wordpress.com/paypal/
