can I add a splash page to my blog theme?

I have created a blog using a theme don’t know anything about the codes that are in all the support forums but kind of managed to get it up and going ..
I would love to add a welcome home page to the theme … my own that does not link to the posts but from where people could link to the posts …is it possible to do so? if so how?
