Can I add a store to my website? I don’t want to have a blog, but a website to sell my art. How much is that?

No upgrade here on WordPress.com (with the possible exception of the $500/month Enterprise level upgrade) will give you e-commerce capability.
What you can do is link from your WordPress.com site to an external e-commerce site where your artwork can be purchased.

You could put a store at http://www.joanhansenart.com/ since it is not a WordPress.COM site – for http://joanhansenart.wordpress.com/ – see Jennifer’s answer above

@auxclass- True, but at that point, provided she is keeping her current hosting, it might just make more sense to switch entirely to a WordPress install for her existing site since joanhansenart mentioned she wants to have a site to sell her art.
@joanhansenart you can set up a website here on WordPress.com without incorporating a blog, but there are real advantages to having a “blog-like” site as far as search engines are concerned. Think dynamic content vs static content as what pushes search results. Think news announcements about upcoming shows, an events schedule and the like. All of those are possible here. I guess we’ll have to wait for her input as to whether she’s keeping her current hosting or giving it up.

Good points Jennifer
If she kept the current hosting and changed to a WordPress.ORG install she could build to store into the site and have they dynamic content that helps search engines, that also makes the site bigger for a search engine – or she could map the WordPress.COM blog here to her current site as a sub-domain of the current site

As the other Volunteers have told you:
1. No reselling anything made by anyone else is allowed on free hosted WordPress.com blogs2. WordPress.com blogs cannot be equipped for ecommerce transactions with shopping carts and no blogger initiated advertising or paid or sponsored content is allowed.
3. The only things you can sell on WP.com blogs are products that you, yourself create and/or services that you personally provide. For an online store with a shopping cart you need an independently hosted blog using WordPress.ORG software.
4. For selling your own creations and/or services you personally provide on a free hosted WordPress.com blog see http://en.support.wordpress.com/paypal/

Thank you everyone for your comments. I just returned from teaching, so I am a little late in responding. I am completely new to WordPress. I will look into your recommendations further to see what will work best for me.
Everything on my website was created by me. The only exceptions are art instruction books that I co-authored. However, each book has my own work in it.
On my site, http://www.joanhansenart.com, I do not have a store at this time. I am redesigning that site and hope to put a PayPal option on the site so that if people see something they like, they can purchase it that way.
