I would like to add a phpBB forum to my blog and have it hosted either through WP.com
That’s not possible. On a free hosted WordPress.com blog your can:
(1) use the P2 theme which is a Twitter-like theme on your current blog.
http://theme.wordpress.com/themes/p2/ and add official users to your blog.(2) create another blog and use the P2 theme on it and then create a custom menu on your main blog and include a custom link to the second blog in it. Then add official users to that blog.

http://en.support.wordpress.com/menus/#adding-custom-links(3) register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.
Can I add a sub-domain to my existing one?
(4) Yes, see here please > Domain Mapping » Map a Subdomain

I don’t think the P2 option will do what I need. If you could look at my associate at this website , this is what I am trying to duplicate for my own WP account.
As you can see from that website, the forum developed using the phpBB application is a click away.
That is my task. And I am as confused as I can be on how to go from my account here to that. Are you able to help me? Please?

The website you point to has FTP access and you can upload plugins into it. This is not so when it comes to your free hosted WordPress.com blog. There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.

What WordPress.com bloggers do is register a free forum on the interent and then do what I stated here:
(3) register a free forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it. -
Thank you for those links timethief. I found the com vs org and had started to read it so you reconfirmed my limited understanding. ;-)
I will try your suggestion.
I may still have to move everything over to WP.org as I have been told by others that I need .org in order to have a way to process donations to the charity.

Here at WordPress.com our free hosted blogs cannot be equipped for ecommerce. We can only use a PayPal donation button and/or a contact form.

I was looking at creating a custom menu as you suggested but when I go to my menus, it shows that my theme only supports one menu? Is that generally the case?
I also spoke to Support on my hosting service and they recommended that I created a forum linked to my .com account it needed to point to my ip address with them. Is this something I can do??

When you say one menu are you sure you are clear on what an menu is and what a menu item is? There are many common errors, misunderstanding and misconceptions when creating custom menus and you can read about them here > http://wpbtips.wordpress.com/2011/12/19/custom-menus/
