Third party widgets cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
These are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:
http://en.support.wordpress.com/com-vs-org/Sometimes, even without the installation of a plugin or 3rd party widget, we can help you gain the function you’d like here at WordPress.com. If you let me know your goals, perhaps I can help further.
For instance, if you’d like to add a button to your sidebar that allows other people to follow your RSS Feed, you can do so by following these instructions:

Do you want the RSS feed of your own blog…to share with others? Or is it meant to come from the other site?
