can I add attachments to my blog that can be downloaded by users?

You can upload documents as well as images to your media library. Documents are inserted into posts as links, so readers can download them by right-clicking on the link. http://en.support.wordpress.com/uploading-documents/

Thank you for the info but this is a very complicated affair. If possible maybe you or someone can still try to help.
1. I followed the link but once you download the file at “Upload New Media” but it just takes you to a new web address and there is no link on the main blog page to take visitors to that page (which defeats the purpose)
2. You get a “View attachment page” but what I want to do is have the file appear on my main blog page. I added some new pages which are at the top of my blog and tried to have the file linked at one of those pages, but to no avail. In the “Edit Media” page under “Description” I found “link” which shows my new pages. That lists the new pages I created so I clicked that page and “add link” but nothing happens. I also then hit “Update” and nothing happens, there is no link or file attached to the page I selected.
What I am trying to do is quite straight forward. If there is a page then the viewer can click on a link to download the file.
Thus far I would have to have a way to distribute the special URL directly to people by email for them to have access to the file given it cannot be linked to the main blog itself.
