  No, you can not add custom code for free.

  Please read this document. It explains what you can customize with different woocommerce.com plans.

  What exactly do you want to add?

  Most HTML code can be added to a post, page or HTML widget, as long as it’s on our allowed code list, on any WordPress.com site without a need to upgrade.

  To add HTML code not on that list, or JavaScript, you need to be on the Business Plan.

  To add custom CSS to your site’s theme you need at least the Premium Plan.

  No plan will allow you to add code to your site’s source files, as we do not provide FTP access on WordPress.com.
