Can I ban a particular IP Address from reading my blog?

There’s this particular person who has somehow found me and I want that he shouldn’t be able to read my blog. I know comment moderation already exists but I want that he shouldn’t get to read anything at all but at the same time, I don’t want to set my blog to private and want it to appear in search engines. And it’s a WordPress.com blog without any upgrades of any kind.
Any suggestions?

Or perhaps, blog about it? Tell it straight to your post so that the person you “dislikes” would eventuially read it.
Or perhaps, just ignore him and don’t let him stop you from blogging.
Or perhaps, make another blog? Use a different screen name.

You can do it with regular wordpress but modifing settings within your hosting account ususally.
Probably won’t work well though. I always use the example of when I’m over at UNCC, one of the colleges I use. In their library, the basement is a single Class C, the first floor is two class Cs split between the floor. The second and thrid floors are a different class c as well.
Dial up, DSL and cable modems are easy to get around as well. It’s just a matter of hanging up and reconnecting.
