  Can I block certain countries from viewing my blog?

  No, I’m afraid that isn’t possible.

  You can, however, restrict access to your WordPress.com blog to WordPress.com users you specify. To do that, you’ll need to make your blog private (in Settings -> Privacy) and invite users to be a Viewer on your blog.
