Of course! You’re welcome to create your new site with us before pointing the domain here. That way your current site can stay “live” until your new one is ready.
I do recommend getting a plan earlier on if you’ll need it, since they have other features you might find useful, including premium features (payment blocks for example) and direct support:

When I started to build a website I had only a few options of themes. It was told you can change or customize later. I wasn’t able to change it later. Every time when I try to change the theme it takes me to the original.

I choose BOWEN first. But I don’t like it. I’d like to change it for Morden or something else, and I can’t.

The site was using Morden 48 minutes ago, but 3 minutes ago, you switched it to Ixion.

I’ve noticed many threads on this subject. Themes do change when you activate them. Note that you’ll need to have created some of your own content to make the site look anything like the demo and images from a previous theme may transfer over if you haven’t created your own.
