    I want to build my new site offline and export it to my web host later

    You can, but personally I found it to be loads of hassle. You’d need to install the WordPress.org software on your own computer (which takes quite a while to configure) and use FTP to get the files uploaded to your host later. If you’re planning on creating a site at your host (not here at WordPress.com) you could easily set up a site there and use a maintenance mode plugin to hide your site whilst you work on it.
    I’d use WordPress.com any day of the week. If I was sensitive about people seeing my site before it was fully completed I could set it to “private” with one click.
    If you still think you’d prefer your host to a one-stop solution such as found here at WordPress.com then it would be best to register an account at https://wordpress.org/support/forums/ and ask for further advice there.
