Can I build the site gradually, before it 'goes-live'?

I have just registered and am starting out. I have also chosen my theme and would like to start building my website. However I want to use my site as a website for my portfolio/illustrations /paintings etc NOT as a blog at this stage.
I am reluctant to start the process and pay any money for the theme or a .com address etc when I don’t want anything to ‘go live’ at this stage as I need to spend a little time uploading my folio images and working out the best sub headers etc (or ‘pages’) Can I put it all together off-line gradually (like over a week or so) until it is ready to go-live?
