Can I buy the Custom Design upgrade without purchasing a premium account?

  The Custom Design upgrade is listed as $30 but it won’t let me buy it without purchasing a premium or business account.

  No. I’m sorry but unless your username account was registered prior to September 1st, 2014 you cannot purchase that individual upgrade. Your account was registered on September 5th,2014 and that means must purchase either the Premium bundle or Business bundle of upgrades to get custom design upgrade.

  Thank you for reporting this. The Appearance > Custom Design page in the dashboard has been fixed so it won’t cause any confusion in the future. Sorry for the trouble!
