Can I change my blog URL if the user who currently has that URL is inactive?

  Hello,
  I’m hoping to change my blog URL to: http://sweetlifeblog.wordpress.com/
  Though I’m told this name is taken, it appears that the URL is inactive, because nothing loads when it is typed in. Is there a way to contact the owner of that blog to delete their account/transfer the URL to me?

  Unfortunately, not at this time. We do not re-use or recycle unused blog names.
