Can I change my current domain name after renewal?

Perhaps this is a different approach I can do?
I want to change my current site/blog domain name and site with somewhat different content without disappearing on my current readers and going off-line for a couple of months.
My current domain registration expires in June and if I renew, it will renew the current name I want to change. I want to change the domain name to fit a new site/blog I want to build. I need to build my new site/blog and transfer some stuff from the old one manually.
I see instructions that allow one to change their site address, but I do not want to break the current one until I am ready. It will take me at least a couple of months to get the new site/blog ready to launch and I do not have enough time left in the current domain registration before it expires, and a Redirect upgrade is too costly.
So, I need to know:
1) Is there a way to renew my current site under that Personal plan at upgrade price and then change the domain name afterwards?
2) Is there a way I can build a new blog separate without disturbing the current one until I am ready to launch the new one?
If there is no way to change my domain name after renewal, I can just have the new blog without a plan or registering, but the question then is: What happens to my current domain if I let it expire? Would I still have access to it so I can transfer some stuff?I do not want two domains. I will stop updating/using my current blog after I have transferred some stuff and have the new one up and running.
